I make sweet each case which seems S. of State will only sanction this for all the rate (1863-75), & so on others who have free quarters.
On the other hand we assume the 1890 figures in Enc. II to be correct, of the 1875 figures to be over-estimated result would be more favourable to the officer, but we can leave them to suggest that, and meanwhile sanction the minimum only. Arto par.
